Gary Stoops

Mr. Stoops retired from the FBI in 1995, where he served as an Inspector-Deputy Assistant Director. He has over 25 years of experience as an investigator, manager and executive for the FBI in the criminal, counterintelligence and counterterrorism programs. Investigations as an investigator and manager in the field resulted in arrests and convictions with national impact. Some of his assignments at FBI Headquarters involved being the FBI liaison for the Carter-Mondale presidential transition, FBI representative to the Department of Justice (DOJ) Classification Review Committee that makes classification/declassification determinations on behalf of the Attorney General and implementing a Government-wide standard for FBI automated name check submissions, resulting in 85 percent of the several million annual checks being submitted by automated format, personnel work year savings and increased efficiency of response time. As the FBI Security Programs Manager he established the first FBI security countermeasures budget as a line item in the US Intelligence Budget. During this assignment he expanded and enhanced security countermeasure initiatives resulting in detection, prevention, and prosecution of national security information compromises. He was recognized by the DOJ for his significant contributions in enhancing the security programs of the DOJ and FBI.

After his FBI retirement, Mr. Stoops worked for a number of non-profit organizations as an executive and consultant. He provided advice and facilitation to executives of public and private sector organizations in order for them to understand how they can work together in addressing some of the current cyber issues confronting the Intelligence Community and law enforcement by identifying common areas of interest beneficial to the concerned parties to address critical issues, workforce and technology needs. His leadership and operational abilities in delivering meaningful results are best illustrated by the below accomplishments: Coordinated and assisted in the establishment in 1999 of the Internet Fraud Complaint Center now known as the Internet Crime Complaint Center (IC3) a joint venture between the FBI and the non-profit National White Collar Crime Center. Within twenty four hours after the September 11 terrorist attacks on the US, IC3 was reprogrammed and became the Terrorist Tip portal for the FBI for over a year, collecting invaluable tip information which was fused with US intelligence information, resulting in the prevention of other terrorist attacks inside and outside the US. Directed and assisted in the establishment in 2002 of the non-profit, National Cyber-Forensics & Training Alliance (NCFTA). NCFTA receives data from industry which is analyzed with open/public source information to determine the responsible party for the spamming, phishing, botnets and identity theft information.. This analyzed data is furnished to the FBI in a detailed report which has resulted in the arrest and conviction of some of the top US Internet spammers and other persons inside and outside the US engaged in Internet child pornography, software piracy and fraudulent schemes.

Beyond the significant time Mr. Stoops has spent in his endeavors to enhance law enforcement’s ability in combatting cybercrime, he is also involved with other professional and civic organizations. He is an active member of Rotary International and a past club president, a member of the West Virginia University Visiting Committee, 2004 to 2017, Society of Former Special Agents of the FBI, Inc. member and on the Board of Directors of the EdVenture Group, 2000 to present.

Mr. Stoops, a US Marine Corps veteran, holds a Juris Doctorate and a Bachelor’s degree from West Virginia University. He received FBI specialized Counter Intelligence officer training, attended the Federal Executive Institute, Senior Executive Program, Total Quality Management seminars and training, and attended numerous FBI executive development, leadership, management, and crisis management seminars.
